The municipality was receiving thousands of service delivery complaints annually through phone calls, emails, and walk-ins. There was no centralised system to track, route, or measure resolution times. Citizens had no visibility into the status of their complaints, leading to frustration, repeated calls, and erosion of public trust.
Existing paper-based processes meant complaints were frequently lost, duplicated, or routed to the wrong department. Management had no data on resolution performance or backlog trends.
We designed and built a citizen-facing complaint portal that enables residents to submit, track, and follow up on service delivery issues — all from their phone or computer.
The portal transformed how the municipality handles citizen complaints. Before the system, resolution times averaged 14-21 days. Now, the average is 5-7 days — a 60% improvement. Citizens can track their complaints in real time, which has dramatically reduced repeat calls and walk-ins.
The analytics dashboard gives management unprecedented visibility into departmental performance, enabling data-driven resource allocation and accountability. The municipality now uses the platform as a model for other Gauteng municipalities looking to digitise their service delivery processes.
